Fund Goals Priorities

Right now when you press Fund Goals with not enough money to fund everything, it funds each individual goal in sequence, according to some invisible creation time ID (i think). It would be nice to have control over that. The simplest way would be by going in order of their appearance on the screen. A more flexible system could be assigning numeric priorities and filling them in order (insufficient money for the same priority gets split between them proportionally, so that they're both covered to the same %).
